          Except... pot sales are skyrocketing in the Colorado black market. All legalization did was force the dealers to drop their prices below retail. Pot sales didn't dry up in Colorado following legalization, but tax collection on the product has. Illegal dealers have limited overhead and don't have to charge tax. They simply have adapted. Therefore, tax revenue hasn't met projections and you can still get unregulated pot on the street, its just a mystery as to its composition and a little cheaper.
