    That means any new roads that were built for panels would include the cost of adding the panels and also the cost of preparing a surface (such of asphalt) that could support the panels.
    Well that's why I said "put down substrate". At 7k per panel I would think they are made from some structural steel. Or gold. LOL

        A storm is not just a storm.

        I can tell you that in Florida (The Sunshine State where it would be most practical), my home owner's insurance has a $20,000 deductible for any damage caused to a roof by a named hurricane. If the same does not yet apply to tornadoes in the tornadoe belt, it is just a matter of time til it does.
