I decided to look at the state championships from the above link for the 2021-2022 school year and break down the data. Based on the current year, I think the AD's will have a tough time trying to convince legislatures it's worth the change because there were 133 state championships and public schools won 108 of them (81%) vs private schools winning 25 (19%). Bishop Miege in 4A accounted for 5 of the 25, and Collegiate in 3A for 6. So 4A would get rid of Bishop Miege but have to deal with Collegiate. St Thomas Aquinas in 5A had 3 wins and Kapaun in 5A had 2 wins. I don't show the public school winners in the table below, but the ones with 4 or more wins include Topeka-Washburn Rural in 6A with 5 wins, Blue Valley Southwest in 5A with 4 wins, Shawnee-Mill Valley in 5A with 5 wins, Andale in 4A with 4 wins, and McPherson in 4A with 4 wins.

One other piece of information - since there are no private schools in 6A, one could remove those championships from the count. There are 27 6A only championships, so that would leave 106 possible championships (133-27) in 5A and below. Removing the 27 6A championships from the total won by public schools leaves 81 total in 5A and below (108-27). The win percentages would then become 76% for the public schools (81/106) and 24% for private schools (25/106), or a change of 5% for both.

The table below has the activity, the classes involved, how many public schools won, how many private schools won, and which private schools won:

Activity Classes - some are combined for state Public Wins Private Wins Private Schools that Won
        Baseball 6A,5A,4A,3A,1-2A 4 1 Wichita Collegiate (3A)

A reporter did an open records request to find out how all of the schools voted and published the results. Here's a link to the article with the breakdown of votes. If a school didn't return their ballot, then it was counted as a no.

Capital-Journal - After close state board vote, KSHSAA private school multiplier now in hands of Kansas Legislature

At the August board meeting, private school representatives had told the board that instead of the proposal, some of the Johnson County private schools in question indicated they would be willing to voluntarily move up in classification, without enacting a sweeping change of the classification-by-enrollment system.

However, the last-minute alternative was not well discussed by KSHSAA board members, and even then, it appears it would still not be allowed under current state statute allowing classification solely by enrollment size.

With the board’s 6-4 vote, the proposal now rests in the hands of the Kansas Legislature, which could take up the proposal as is, make more specific changes or leave the KSHSAA classification system at the status quo.

International soccer solved this many, many decades ago. Promotion and relegation. It just works.

They defeated the 2nd most dominating team in 4A, McPherson, a program who has been to more title games than anyone not named Miege and has won 9 championships.

Then there is the Mac boys program, probably the most dominate in the last 40 years, coincidence?

How do you have the same rules when one side has access to all who can find transportation to their school, and the other has borders?

Part of that is why Sunrise doesn’t play KSHSAA schools. They recruit nationally, and internationally.

It'll be interesting to see how the open enrollment changes that kick in next year change things - https://www.kansascity.com/news/loca...261389602.html

Starting in June 2024, Kansas students will be allowed to go to any public school district in the state, as long as the school has space.

Democratic Gov. Laura Kelly signed House Bill 2567 on Monday afternoon. The bill included full funding for Kansas’ K-12 schools as well as policy provisions less popular among Democrats and public school advocates, like the open enrollment policy.

“Before taking effect during the 2024-2025 school year, the Legislature must work with educators and administrators to make the necessary modifications to ensure that elected school board members maintain local control,” Kelly said in a statement on Monday.

Under current law, Kansas public school districts can set their own policy on whether or not to accept out-of-district students. Under HB2357, school districts throughout the state will be required to develop plans and guidelines laying out how many total students the district can handle, and how many nonresident students they can accept into each grade.
KSHSAA has said they'll enforce the same rules as now though - https://www.wibw.com/2022/06/15/stat...sports-kansas/

KSHSAA remains solid in its stance that open enrollment is meant for academic purposes, not athletics.

“Kansas high schools do not recruit kids, are not supposed to recruit kids for activity purposes,” said Executive Director Bill Faflick. “Our activities don’t exist for the purposes of winning championships. That’s the goal of every team. Our activities exist so kids can be connected to school. They support academic achievement, they teach life lessons about leadership, about accountability, about overcoming adversity.”

Open enrollment is not a free for all. KSHSAA says its rules for transferring students still will apply. They must be academically eligible, good citizens, and if a student was on a varsity roster at one school, they cannot play varsity in the same sport at their new school for a full calendar year.

When I was in HS in the 80s, Miege was 5A and in our class (Buhler). In 87 our girls b-ball team beat them to win state. Of course, we had two future D1 players, one who went on to set K-State's career scoring record and the other went to Duke.
