Seems like a solid player and possibility, although I personally would prefer a tall pass-first PG like Dowtin, or a true PG who can also play SG like Tyrone Taylor. Maybe Mintz is the latter, but if not, sometimes combo guys don't really have the knack for running a team the way true PGs do (as witness some of the underachieving teams The Flagship has had at times recently -- imagine what they'd have been with FVV at the helm).

Mintz is very similar to Keyser except that he's nominally listed as a PG/SG and the blurb about him emphasizes assists (vs. defense in regard to Keyser), so it's interesting to see the Shocks continuing their attention to him.

Don't count your chickens until they're hatched, and don't count your committed recruits until they're signed.
