Recruiting Question

I have a general recruiting question that I wanted to throw out there. Lets say we are recruiting two players for the same position. #1 is Plan A, he in the staffs mind is the overall better player but more difficult to land. #2 is Plan B, he is still a good player but not up to the caliber of Plan A. My question is this. Are the scholarships first come, first serve? Does the staff tell Plan B than they are still waiting on a answer from Plan A? Do they try and schedule the recruiting visits so Plan A comes to the school before Plan B? Thanks. I'll hang up and listen.

My understanding is yes, that it does happen that a coaching staff will tell a player that they are waiting to see how many scholarships will be avaialable.
