This one isn't on the clock operator. I believe he takes his cue from the official who hands the ball to the inbounder.

I watched the replay and the clock didn't start for about 1 second after the official put his hand down.

Pretty much... 4 black shirts to 1 white and for some strange reason, maybe he thought that time had run out, he let it bounce off his hands out of bounds. There was a player diving towards him maybe he did get a piece of the ball but it didn't look like it.
