The sad part is SD may not have had to outbid Drake. Smith had a good team at SD, I bet all they had to do was get his pay in the ballpark to keep him from jumping to that dumpster fire.

This is correct. USD got Smith's pay in the ballpark, and reworked his contract into a 3-year deal. He had been on a 1-year rollover contract, because that was the standard contract for all SD government employees until last summer, when the law was changed to allow contracts of up to 3 years.
Smith called a team meeting to inform the team he was leaving for Drake. University officials asked him to postpone the meeting and give them 90 minutes. A few hours later he had the team meeting, announced he was staying, and took a team photo tweet.
