If it (coaching misbehavior) is really a problem, do what Track & Field has done (at least at the Olympics), ONE false start (technical) and you are out! When I was a kid, each of the 8 sprinters were allowed two -- it would take forever to get a clean start. In the little I watched thus far, I've only seen one false start. It is not "banning," but very close and very effective.
