Players can transfer from D1 down to D2 without sitting out a year, but if they transfer from D2 up to D1 they must sit out a transfer year just like they would between two D1 programs. If his goal is to return to division one, juco is by far his best option.

It is my understanding that you wouldn't have to sit a year transferring from DII to DI."Don't measure yourself by what you have accomplished, but by what you should accomplish with your ability."

A 4-4 transfer is a transfer from one four-year college to another four-year college. This includes transfers from one NCAA school to another, transfers from NAIA schools to NCAA schools (or vice versa) and transfers from colleges that do not offer athletics (like international colleges) to NCAA or NAIA schools.
One-Time Transfer Exception
The most common transfer exception available to student-athletes is the one-time transfer exception, which applies to NCAA Divisions I and II. The one-time transfer exception has a number of requirements, but one of the most important is getting a release from an athlete’s current school.
The one-time transfer exception is available to all student-athletes in Division II and all student-athletes in Division I except for athletes in football, men’s and women’s basketball, baseball, and men’s ice hockey. Once a student-athlete graduates in those sports however, they are allowed to use the one-time transfer exception.
The most complex transfer process can be when an athlete wants to transfer from one four year school to another. Unfortunately, this is becoming more common
The 1-time transfer exception does not apply to transfers into a D-1 program in the 5 sports listed which includes men's basketball (I think). Plus if Ria'n transferred to a D-II school and played immediately he would have used his 1-time exception and could not transfer to any other 4 year school again with out sitting out a year if I am interpreting this correctly.

I hope Holland has a good career somewhere. I really enjoyed watching him play. It's just a shame his shot wouldn't fall, and he wasn't quite talented enough to play defense at Marshall's level.
