And for KU at least that rotation is completely filled with the traditional tournaments. KU (or WSU) isn't going to give up trips to Hawaii, NYC, etc to play in Topeka.
The only way that an event would work if it was a one night, neutral court tournament featuring the three teams plus another opponent rotating who plays. So WSU gets KU one year, KSU the next. But, at least for KU, that sort of thing just doesn't fit with their scheduling philosophy (rightly or wrongly). There is just not enough perceived value in it (beyond interstate goodwill, which, again right or wrongly, KU doesn't highly rate).
