Congrats to Anthony! Hope he continues to progress and get a shot at the Bigs in a year or two.
As a side note to all those die-hard Royals fans on here -- I noticed in the article that 3 of the 4 full-season minor league affiliates of the A's made the post season this year. This is how a small market or less money-blessed team might compete once in awhile with the big spenders. I didn't look it up, but I'll guess the Royals did not have the same minor league success. If I'm wrong, great!! Better times may be ahead.
It was just a few years ago that most of the Royals' minor league teams also made their league's playoffs (and they were good for at least 2-3 consecutive years). It doesn't really mean all that much, except that you may have a bunch of players that are older than average for their level.
There are no excuses anyone can make for the Royals over the last 14 years. They have managed to have the most inept franchise in MLB over that time. I hope you are right Sub. I would at least like to see KC competitive.

And KC is currently rebuilding their minor league system under Moore. The drafts have appeared to be decent but only time will tell.
In my mind MLB has created a situation where KC can make money while being crappy. I suspect that the KC organization has did some studies that show that if they increase their salary to be more competitive that it would be likely they would make less money. So they don't really care to do anything different.
The only hope will be that KC has some really good drafts in a row and their talent matures all at once and they get 1-2 years before they all jump via the FA market.
SFL - Not exactly. The Royals have upped the ante recently. They were 15th of 30 MLB teams in salary for 2009.
KC has averaged 94 loses a year over the last 14 years, highest in the majors. They've had only one .500+ season during that time. The Pirates didn't have any, but then they've only lost 100 or more once, the Royals 4 times.
Washington aside, the other bottom 8 teams in salary for 2009 have averaged 5 winning seasons for the period. Take the Twins and Indians out (both in the Royals division), the other six teams still average 4 winning seasons.
I'm not asking or expecting the Royals to be at the level of the Yankees, Red Sox, or Angels, but everyone else in the AL is not too good, monetarily and/or market size, for KC to successfully compete. As Sub referred to, new admin is in place and should be given a little time to develope. But not much!

The bad news for Royals fans, I'm sure they aren't too far behind. Anybody have the actual numbers?
It was on Colin Cowherd's show. Most of the top 10 were low market teams who are supposedly "strapped" and can't afford players. In reality, they're the ones making all the cash and not re-investing it in their teams because, by and large, their fanbases don't give a crap. The Nationals made about $30 Million.
ShockCity - You used the payroll list of teams' rosters at the beginning of the season. I used the payroll at the end. Nevertheless, 7 of the 8 teams I used in my example still had a lower payroll than the Royals.
