Leagues outside the Power Five can opt to adopt the same rules.

It says "leagues". It doesn't say "schools". I don't see how a bunch of MVC schools with FCS FB can possibly adopt anything that raises their cost of athletics, so I see little possibility of the MVC adopting the new rules.

There is a bright side to that - this could lead to another round of realignment as schools who want to adopt the new rules may cluster together in some new or re-aligned leagues.

I hope this is right.

There are a fast-dwindling number of schools outside of the BCS + AAC/MWC/New Big East who would vote for their league to adopt this. The timing is poor for us.

The top of the A-10 grabbing WSU + Bradley and booting some of their dregs may be about the only chance assuming we cannot secure an offer from the above conferences.
