Do you have any idea why someone keeps adding this note at the bottom of whatever they post?

It's a signature. If you scroll to the top and look in the upper right you will see "Settings". Click that and then scroll down a bit and look on your left, you will see Edit Signature. Click on that and you can create any signature you want, and when you post it will automatically append that to the post.
