I think he is saying if Comey had up front just laid down the law and said something to the effect "I am not going to discuss flynn or Russia, it would be inappropriate and would hurt the people trust in transparency" - this might have headed off Trump.

To certain extent I agree. The AG should have been #1, but good people keep their bosses out of trouble. Had he did this he might still have his job if he had made sure boundaries were clear.

Cornyn pointed out the appropriate thing for the Clinton investigation should have been a special prosecutor should have been appointed and Comey said he felt it would be unfair to Clinton.

Different people handle pressure differently. Strong leaders would have stood up to Trump. Weak leaders did what Comey did.
