I think I might be misunderstanding either your post or what actually happened. Everything I've read said it was one of the very first things Trump did, not a move by the Obama administration.

The obama administration did this cut in the mortgage insurance in it final days. It had not taken effect. The Trump administration came yesterday and put this change on hold for further review (and possible canceling).
