Isn't this his ideal job? I mean, from even from everyone else's perspective?
He would get to pretend to be important and in charge of a bunch of stuff.
Everyone else would carry on with their lives completely and utterly unfettered by any comments or 'decisions' made.
Did I mention that the UN is worthless?

My career is of the self-employed capacity, and I can attest to what a massive, massive joke the ACA is. Prior to ACA implementation I had the ability to buy individual insurance for myself for roughly half the monthly premium I now see via the ACA exchange. That's a doubling of premiums in just something like 2-3 years, for a like-kind policy. The doubling of premiums is due to the fact that at its core the ACA is just another entitlement program, and I am now helping to subsidize others "in need" in the program.
The answer to working over ACA is to either be childless with poverty wages, or pump out a kid or two and the subsidy goes up to what would be considered the upper reaches of middle class, since you are then a family. So weird.
