Note that, "the US and China - were not covered by the Kyoto agreement," and therefore do not have to abide by any so decisions.

Then note that, "Beijing criticised Canada's decision. Chinese foreign ministry spokesman Liu Weimin said it went "against the efforts of the international community and is regrettable".

Appears to me China is talking out of both ends of its AH.
