Or could mean that the story about a major WMD operation near Atlanta last year was not a training exercise. The FEDs were stopping semi trucks on I-20 during rush hour for two days in a row and running them through scanners. Some government source told a TV crew this was "real world" and not a drill - then public affairs tried to take it back.
