All KBoR schools are scrambling for $$$. I'm actually surprised that WSU has never commented about the explosive enrollment at BuCo which was done at the expense of WSU.
Less students at WSU = less money for athletics, research, teachers, etc...
I really don't see anything wrong with KU being concerned with ESU. Though perhaps they should be more concerned about JoCo which now has over 20,000 students.

Cowley County and WSU used to share a facility at 47th and Oliver, just South of Boeing. WSU didn't have enough students at that location to continue offering classes there and now it's totally CCJC. WSU did not ask for protection from the Regents.
The only reason I can see for KU to complain about this is if they're getting their butts kicked for enrollment there. If KU had the best programs and the best value for education dollars, competition would not be an issue.
If KU can't compete (or doesn't want to compete), they tend to ask for "government intervention, if I can borrow a term from another thread.The future's so bright - I gotta wear shades.
We like to cut down nets and get sized for championship rings.

You bring up an interesting point.
-- Does WSU have satellite schools, branches, or off campus classrooms in Cowley, Butler, Saline, Reno, Douglas, Sumner or any other county besides Sedgwick? I'm sure WSU does, but if not, I'm curious as to the reason. Looks like a great opportunity to expand the reach of Shocker country and infringe on K-State, FHSU, ESU, KU, PSU and Washburn territory.
Wonder what would happen if KU established a journalism school, or business school in east Wichita.
Perhaps it's a problem with the KBoR not having a full understanding on each schools' mission statement, identify, or how they all fit to complement one another.
