    I wonder what the governor is going to do with this one.

    The "land grabs" by cities is very alarming. Look at what happened up around the coliseum. Valley Center got the west side north of 85th and it isn't even connected to the rest of the city. Kechi is up there north of the coliseum and east of the interstate as well. And the only reasons that those towns are grabbing land is because Wichita would do it if they didn't.

      I know what you're saying. I for one hope that Parkinson signs this. I don't mind cities growing and expanding but the landowners should have some say in it. It is after all, thier land.

        At least that's what they want us to think. :)

        I want them to have a say as well. But I have a feeling that this bill will end up in the Supreme Court before this issue is settled.

          There has to be a balance in this. If a city is expanding around an unincorporated area, annexation makes sense. But if grabbing the unincorporated area expands the simple perimeter of the city, it should be at the request of the citizens in that area.

          In the last 10 years our city council annexed twice. Once to bring in an area that was being developed with city-maintained infrastructure, so it was planned to be part of the city all along. The other time was at the request of a homeowner.

          City land grabs for the sake of expansion are wrong.

            The examples you gave are fine with me. They make sense. But what towns like Kechi, Park City, and Valley Center did is wrong.

              Look at what Mulvane did to get a casino. Annexed a ton of narrow strips of land that all connect. What a joke.

                My small town has done the same. Once for an addition going in that was to get all the city perks, and the other was actually the airport just outside of town that requested annexation of their land at that around them that they also plan to develop. They've looked at a few others but the land owners don't want it at this time so they're not pursuing it.

                  To many times its just done to increase the tax base. Piper has fought KCK for years. Not sure if their fight was successful.

                    When I was annexed (by Wichita) and at the public meetings we were told that they were annexing us for 2 reasons in this order.

                    1. To expand their tax base in areas where they think there is going to be growth.

                    2. To not get their growth opportunities locked in by the outlying growing communities.

                    They were very blunt and arrogant about the whole deal and told us it didn't matter what we wanted. They said they were going to do what they wanted and nobody could stop them.
