What he's ordering his chiefs to do amounts to us passing on an appetizer or not super-sizing one of our value meals a couple times a year when we go out to eat.

Of course you are correct. The Administration is becoming increasing desperate to concoct any plausible explanation (no matter how far fetched) as to how they intend to actually pay for all the new entitlements……sorry….”investments”…they seek to create (which, incidentally, is clearly why President Obama is pushing “cap and trade” so hard). Of note, is also the following observation by the Author:

The plan is less ambitious than the hit list former president George W. Bush produced last year, targeting 151 programs for $34 billion in savings. And like most of the cuts Bush sought, congressional sources and independent budget analysts yesterday predicted that Obama's, too, would be a tough sell.

Translation: Don’t bet the farm these "savings" will actually come to fruition. The President has, so far, yet to demonstrate any proclivity for political controversy at least as it concerns his own ideological allies.
