Basically it has been announced that come January 1st, Kansas Now 22 becomes the property of KSN. Thanks to a new cable deal with Cox involving digital programming and contracts, one of the things KSN lobbied for (and won) is the rights to Ch. 22.
They don't plan to re-invent the wheel, but there will be a different format and it will push more sports than weather or news.

Haertl didn't work for KAKE either. Doesn't WSU determine who the announcers will be?
I don't think WSU has anything to do with it (I could be wrong). There was a significant period when no WSU games were being televised and then Haertl and Channel 12 stepped forward. I assume it got put on Cox 22 because Cox gave Haertl/Ch12 a financial incentive so Cox could use it as a marketing tool. Also it probably a win-win for Channel 12 because then they wouldn't have any network programing preempted. Take this with all a grain of salt because this is my deductions rightly or wrongly.

The way I understood it...you're pretty much right on the money.
Thats basically right, and is why ch 12 doesn't broadcast the games on digital 12-2 over their weather info. Cox gets basically exclusive broadcast of the games on 22
