KC as much as DICK Clark would like to take credit for thwarting the plan to blow up LAX, even the Clinton administration people admit it was a Canadian border patrol who stumbled on to the idiots trying to smuggle explosives in from Canada. It had nothing to do with the US being on high alert. In fact the only aleert Clinton was ever on was "Babe Alert".
Also the PDB you are talking about was exposed in the 9/11 hearings and as it turns out, the title "Bin Laden Determined to Strike in U.S.," contained more detailed information than the PDB itself.
