  • Sports betting in Kansas

Just got a little closer to becoming official - https://www.kake.com/story/46395950/...s-betting-plan

The Republican-controlled Senate voted 21-13, with six GOP senators abstaining, to approve the sports betting bill. The Republican-controlled House passed the measure Thursday, 73-49, so it goes next to Democratic Gov. Laura Kelly, who is expected to sign it.

The measure would allow people in the state to use cellphone or computer apps to bet on sporting events and to place bets at state-owned casinos or up to 50 other locations chosen by each of the four casinos. The state would impose a 10% tax on each bet.

The bill says that 80% of the revenues — perhaps $5 million a year — would go into a fund to provide incentives for professional sports teams to come to Kansas.

The teams could include professional baseball’s Kansas City Royals or pro basketball or hockey teams. However, most supporters contemplated trying to lure the Chiefs to the Legends, a shopping and entertainment district in Kansas City, Kansas, that’s already home to a NASCAR track, professional soccer’s Sporting KC, and a state-owned casino.

My idiotic question: Does this mean we can actually bet on the outcomes of games? Or does this make DraftKings and that sort of thing legal?

I guess a better question is what is sports betting? Like fantasy-style games with money involved or betting WSU will beat Memphis in a basketball game?

I know even prior to this there had been some talks about trying to get the Chiefs to move out to Legends. I love Arrowhead, but KC could definitely use some sort of rolling/retractable roof, especially since they want to host a Super Bowl. With that said, the Royals keep talking about moving to downtown KC and the thinking is if that happens, which I believe the Chiefs support, there are also thoughts of destroying the K to build a new football stadium in its place at Truman.

Not going to lie though, if either or both are determined to have a new home built, I wouldn't object to Kansas being an option.

I'd also love to see an NHL team in KC, either side of the border.

Traditional “Vegas” like betting not daily fantasy.

Fantasy-style games are already legal. This would be betting on outcomes.

10% tax on each bet? Does the bettor pay that? If so, that is not going to be a smart play for any serious sports bettor.

I assumed that was on those taking the bets, but I haven't actually read the wording to know for sure.

Does it address horse racing in any manner?

I wonder if the NHL game coming to Wichita in September is maybe a gauge to see how popular hockey would be in the Kansas area. If the Chiefs and Royals are out of the running for stadiums in Kansas, then maybe they should look at building a multi-use arena in the Legends area. It could be used for hockey, basketball, concerts, etc.

Looks like the current bill is at http://www.kslegislature.org/li/b202...84_02_0000.pdf and on page 16 of it, there's this part:

                    Sporting Event

The bill would define “sporting event” to mean any amateur, professional, or collegiate sport or athletic event, motor race event, horse race, or any other event involving individual or team competition authorized by the KRGC that has not been completed at the time wagers are placed on such event.

The bill would exclude from the definition of “sporting event” any parimutuel horse races, greyhound races, or any sporting or athletic event where a majority of the participants are under age 18.
and following that part is a section listing all of the different types of wagers that can be placed.

There's also some bizarre inclusion of "historical horse races" which makes absolutely no sense to me.

Yeah I saw that in an article where the bill removed something regarding a deal between Phill Ruffin and the Kansas Star Casino regarding historical horse races machines (https://kansasreflector.com/2022/04/...g-legislation/). Did a little more googling, and turns out those machines are big business these days. From what I've read - https://www.gamblingsites.org/blog/w...cing-machines/ - they're basically like slot machines and somehow you bet on things. I tried to understand them via the article, but I've never seen one, so that's about all I know about them :)

So let me get this right: Sports betting taxes will go toward luring professional sports teams to Kansas...CITY. And then every Wichitan thinks that sounds like a great idea, and then they send all of their local dollars to support the teams in the area of the state that looks down on everything and everyone in Wichita and thinks Wichita is second rate. And then Wichitans get upset that KC thinks everything and everyone in Wichita is second rate. Face palm.

And people wonder why I'm from Wichita but ended up a Broncos fan. It's because of this crap. The majority of the political and economic power in Kansas is from a bunch of bedroom communities to a city that's located across the border in another state. So in effect, that Kansas political and economic power is being used to support a metro area with its principal city located in Missouri. I guess Missouri won the border war after all.

As far as I'm concerned, JOCO and their cohorts can shove their sports teams and everything else Kansas City (Missouri) right up their...

If I still lived in Wichita, I'd be livid about this. Let Johnson and Wyandotte counties support their stupid stadium dreams and their precious team that's currently located in a different state. Even if that team moved twenty miles across the border, it represents a city that is in a different state. It's not for the benefit of the entire state of Kansas.

I'd rather spend my money in Kansas than Misery.

The Wichita metro also isn't large enough or have a high enough median income to be the home of a professional team. So KCK makes sense and would be better for all of us than KCMO
