      This has never made sense to me. If it is a foul, call it. It shouldn't matter what the clock says.

        i agree, and then when a team is down, and they are trying to foul to stop the clock, it seems like the minute he gets touched they will blow the whistle because they are expecting it.

          i agree, and then when a team is down, and they are trying to foul to stop the clock, it seems like the minute he gets touched they will blow the whistle because they are expecting it.
          Part of the reason for that is because everyone knows they're trying to foul and you don't want to make them get too physical. You'll notice in games where the officials don't call the slight contact fouls in those situations the fould they do call can cause some problems as they end up being a lot harder than they have to be.
